New Feature: Forum Thread Categories

So far, I've implemented three different types of Threads.

Official Threads can only be started by Administrators, but anyone can reply to them. Examples include The Suggestion Box and The Official Ingredients Thread.
Submission Work-Threads are for posting your work in progress and asking for feedback related to the game you plan to submit.
Uncategorized threads are for everything else.
As far as the software goes, there's no functional difference between Submission Work Threads and Uncategorized threads - the distinction is mainly for organizational and browsing convenience.
